Biography

Dick Toliver was born in Bellevue, Louisiana in 1938. He is a retired Command Fighter Pilot with 26 years of service in US Air Force and 446 combat missions in Southeast Asia. After retirement, he was employed by the former United We Stand America organization as a national advocate for education, economic and government reform. In 2005 Dick spearheaded the creation of the Archer-Ragsdale Arizona Chapter of Tuskegee Airmen, Inc. in Phoenix, and served as Founding President.  In 2006 he and the Chapter hosted a convention of seven African-American aviation organizations attended by over 1,500 guests, including 400 Tuskegee Airmen and their families.  The convention included the dedication of the Tuskegee Airmen Airpark at Luke AFB.  In 2007, Dick Toliver helped lead a petition to Congress for the award of the Congressional Gold Medal to 300 surviving Tuskegee Airmen.
